Building up a well-loved pathway system
GOALS:
Reduce pathway congestion and pedestrian - bike - scooter conflict
Increase the use of pathways for commuting
HOW WE GET THERE:
Increase enforcement of existing by-laws prohibiting power-on-demand or gas-powered bicycles
Continue to invest in the separation of wheeling and walking spaces on pathways
Widening of narrow pathways
Invest in on-street protected routes to reduce reliance on pathways
Require new developments on neighbourhood connector or mainstreets to integrate cycling and scooterinfrastructure, especially if along a designated bikeway
Storage, parking, and access points need to be considered
Install much needed wayfinding signage throughout Ward 7 to improve wayfinding at key intersections such as at the Peace Bridge, exits off the Bow River Pathway, Edworthy Park, etc.
Creating a connected network of protected wheeling infrastructure
GOALS:
Build 150km of new protected wheeling infrastructure a year for the next 4 years with 50km of that being in Ward 7
Create safer routes to core sections of our communities such as schools and recreation centers
Build a robust set of wheeling infrastructure that fills in missing links and connects to the comprehensive pathways network
Maintain existing infrastructure quality and year-round usability
HOW WE GET THERE:
Prioritize the buildout of safe wheeling infrastructure connecting communities to schools, civic facilities, and the pathways network
Tie bike lane funding to roads/mobility budget at 5% of overall budget
Allocate 2% of all Calgary Parking revenue from downtown into cycling network rehabilitation and upgrading fund
Complete a protected lane along 3rd Avenue SW, working with Chinatown to identify an appropriate design and routing that maintains cultural design and aesthetic
Incorporate advanced pedestrian and cycling signals as standard along protected bike lanes to reduce risk of interactions with traffic
Continue to invest in snow and ice clearing capacity for cycling lanes
Work with councillors from other wards and city administration to ensure coordinated rollout and filling of missing links
Invest in better route and wayfinding signage
Improving micromobility options and choice
GOALS:
Improve the usage of bike and scooter shares as ‘last-mile’ transportation options, not just recreational activities
Reduce the clutter of scooter parking
Improve year-round access to encourage wider use and adoption
HOW WE GET THERE:
Explore the feasibility of a Calgary Parking authority-run docked bike-share program
Funded both through usage/rental rates and through tourism levy on hotels to encourage use
Push private bike and scooter companies to ensure that distribution is favoured towards transit locations and employment centers
Work with private providers to ensure that all bikes have front baskets or equivalent setup for transporting bags, purses, etc.
Require private providers to retain a certain number of bikes and scooters available year-round, with winter accessories (i.e. studded tires) where applicable
Require parking of scooters and bikes in designated docking or parking areas in areas of high usage and density
Reducing provincial government interference
GOALS:
Highlight the importance of different mobility options
Encourage the provincial government to stay out of municipal road design and implementation
HOW WE GET THERE:
Improve the communication of the benefits of protected wheeling infrastructure, such as reduced road damage, improved physical health, reduced road congestion, etc.
Work to improve data tracking around usage and environmental condition impacts from increased cycling
Explore the feasibility of protection of existing bike routes to avoid future attacks from provincial governments
Improving pedestrian mobility options
GOALS:
Ensure that all sidewalks and pathways are accessible and safe
Make pedestrian safety a priority in our mobility network
Reduce conflict between pedestrians and other road users
Improve winter mobility and safety
HOW WE GET THERE:
Ensure that pedestrian safety is a top priority in the production of an updated streets manual as part of the Calgary Plan initiatives
Prioritize the repair of cracked or damaged sidewalks
Ensure that curb cuts are incorporated into all crossings in the community
Expand the utilization of raised crossings at access points into residential neighbourhoods
Conduct a pilot project of city-run sidewalk snow and ice clearing in one Calgary neighbourhood
Expedite the rollout of Rapid Flashing Beacons (RFBs) at busy/dangerous crossings
Modify crossing patterns at busy intersections to institute an advanced pedestrian signal which reduces potential left-turn conflicts
Explore the possibility of limiting or removing the ability to turn right on a red-light at high risk intersections
Ensure that no community is missing a sidewalk!
Explore the use of AI or other sensing and alert systems to provide visual alerts to drivers of pedestrians nearby and/or crossing, such as triggering rapid flashing beacons, etc.
